The MOT is organized into the following framework:
- Land Transport
- Air Transport
- Sea Transport
- Meteorology
The MOT is responsible for administration and policy in the transport sector, and for land, air and sea transport systems and services; adviser to the government on transport policy; generating, formulating, implementing, administering and monitoring Ministry policies and strategies; negotiating bilateral and multilateral agreements; coordinating Ministry activities.
The MOT objectives are:
- to ensure reliable and efficient land, air and sea transport services;
- to develop and maintain an integrated, safe, efficient and environmentally sustainable transport infrastructure in conjunction with all branches of the economy and in harmonization with neighboring countries;
- to maintain and facilitate international overland, air and sea links;
- to promote the safe and secure movement of people and goods on land, in the air and at sea.
The Civil Aviation Authority is the regulator for the civil aviation sector, in compliance with the law, standardisation and the international treaties to which the State of Israel is signatory. The CAA is responsible for promoting aviation safety, development, maximising the level of aviation transport services, safeguarding Israel's air carriers; minimalising environmental impact; implementing government policy concerning civil aviation, as outlined by the Minister of Transport and Road Safety.
