The Civil Aviation Authority, which the promoter functions of the Ministry of the Republic of Lithuania (hereinafter - the Ministry), is a budgetary institution.


The Civil Aviation Administration of its activities by the Constitution of the Republic of Lithuania, the Republic of Lithuania Aviation Act and other laws, international treaties of the Republic of Lithuania, the Lithuanian Parliament adopted the legislation, decrees of the President of the Republic of Lithuania, the Republic of Lithuania Government Resolution, the Prime Minister's orders, the Minister of orders and other civil Aviation law, strategic action plans and these regulations.

The Civil Aviation Authority is a public legal person having a seal with the Lithuanian State Emblem and its name, symbols, attributes, and an account in one of the banks registered in the Republic of Lithuania.

2006, 19 January the Government of the Transit Committee meeting (26 January 2006 Minute No. TC-1) accepted in principle the Civil Aviation liberalized market strategy by 2015. The intention is to promote the development of competition in the air business environment, to enable passengers to use high-quality services, to optimize the management of the airport.

Will be performed in Vilnius, Kaunas and Palanga airports infrastructure, improved traffic safety, increased security level, improve the passenger, cargo, aircraft maintenance conditions.

Until now, Lithuanian air transport development strategy has been only in motifs incorporated into the Lithuanian economy (economic) development (to 2015) long-term strategy, which supported the Government of the Republic of Lithuania in 2002, 12 June. However, this document has not been detailed for the development of air transport strategy for the implementation of the measures.
